Abstract
Specification for Baseline Setting and Evaluation of the Covid Recovery Challenge Fund 2022-2023. Welsh Government Food Division have commissioned Menter a Busnes to project manage and distribute a grant fund totalling £5m for the food and drink sector in Wales. The aim of the fund is to finance projects that can deliver new and innovative solutions in relation to the recovery of the Welsh food and drink processing and manufacturing sector which has been adversely affected by the pandemic.
This contract will include the following:
* Establishing a Baseline & Monitoring Activities: Develop our monitoring and reporting systems (before December 2022)
* Mid Term Evaluation: achievements against objectives & outputs (by February 2023)
* Final Evaluation: If there is evidence of need how future Challenge Funds should be developed and sustained (final version of the evaluation to be completed by mid June 2023) .
Outputs
The project will deliver findings which will be used by policy makers and scheme managers to identify areas of good practice and areas where improvements might need to be made. These will feed into the review of scheme implementation policy for any future funding proposals.
