Abstract

Conwy County Borough Council (CCBC) is seeking tenders from suitably qualified consultants to capture the social and economic impact of Creu Conwy Culture Strategy and the difference it has made across the investment priorities of the UK Shared Prosperity Fund (UKSPF). This includes both the UKSPF funded outputs and the work of the Culture Strategy to date since its inception in 2021, for which existing evaluation data and learning exists and needs to be drawn into the commission (see link in section 5 of the Specification). A key outcome from this commission will be to strengthen the local evidence base and help CCBC make a powerful case for culture in supporting the preventative agenda and reducing the need for health and social care interventions. Outputs Working with the project teams, the successful supplier will be required to produce the following outputs: A detailed Theory of Change for the project, which provides a robust evaluation framework from project inception to completion including agreed methodologies for social and economic impact measurement (such as Social Return On Investment or other bespoke methods). Design tools and provide guidance for project teams on the collection of evaluation evidence and ensuring that this is gathered in compliance with the monitoring and evaluation requirements of the UK Community Renewal Fund Collation and detailed interpretation of evaluation data, ensuring that this accurately and persuasively communicates the impact of the project. Interim and final report which ensures compliance with the UK Government’s monitoring and evaluation requirements. In delivering this work, the successful supplier will ensure that all impact measurement tools and strategies will be useful and transferrable, to support impact measurement and advocacy in future projects and initiatives.

Description of the goods or services required
