Abstract

Carmarthenshire County Council are looking to establish a framework to deliver its Period Dignity Programme to communities and schools across the region. The Period Dignity programme aims to ensure there is a dignified way of accessing free of charge period products for those who menstruate within education and those from low-income households in Carmarthenshire local authority area in the most practical and dignified way possible. The framework will cover the supply and distribution of period products for community and school settings. It will also cover a Period Dignity Home Pack service within secondary schools. This procurement is subject to funding provided by the Welsh Government. Accordingly, there is a risk that the value of the grant may increase, decrease, or be withdrawn entirely on an annual basis. Any potential extension to the contract will be reviewed annually, subject to the continued availability of funding. In accordance with Schedule 8 of the Procurement Act 2023, this contract may be modified to provide for the supply of additional goods or services based on agreed tendered prices.

Description

The Council wishes to commission a Supplier/s to supply and deliver Period Dignity products to its 12 secondary schools. For Lot 1 (Supply and Distribution of Period Products), the Contract shall commence on 1 April 2026 (‘the Commencement Date’). The first drawdown under this Contract shall be required during the first week of May 2026.

Please note, the option to extend this Framework Agreement is purely speculative with no guarantees and is entirely dependent on issues beyond the Council’s control.

These products may be subject to additional charges and are offered at the Supplier’s discretion but within the original scope of the contract. Description of how multiple lots may be awarded

Tenders may be submitted for one or both Lots. Where more than one Lot may be awarded to the same Tenderer, the Council reserves the right to award contracts combining both Lots. Tenderers must ensure that they have the capacity to deliver should they select more than one Lot.

Description

The Council is seeking a supplier to provide a secure online platform which will allow the parent and/or guardian (on behalf of the young person) to be able to select the items they require and have it delivered discreetly to their home. For Lot 2 (Home Packs Delivery Service), the Contract shall commence on 14 November 2025 ('the Commencement Date').
