Services may include the adaptation of existing courses, the development of bespoke training programmes, one-to-one or group coaching, action learning sets, workshops, masterclasses and other leadership and management development interventions. Training may be delivered face-to-face, virtually or through a blended approach, depending on business needs and participant preferences.
The scope, format and level of customisation required will be specified at call-off stage. No minimum volume of bespoke work is guaranteed. Suppliers must demonstrate the ability to design and deliver flexible, tailored solutions that align with the Development Bank of Wales' strategic objectives, organisational culture and learning outcomes.

Description of how multiple lots may be awarded
Tenderers may submit a tender for one, several or all lots, provided they can demonstrate that they meet the conditions of participation and minimum requirements for each lot they bid for. Each lot will be evaluated and awarded separately using the award criteria set out in the procurement documents.
DBW may appoint different suppliers to different lots and may appoint the same supplier to more than one lot where that supplier submits the most advantageous tender, or is ranked within the maximum number of suppliers to be appointed, for each relevant lot. Appointment to one lot does not guarantee appointment to any other lot.
Where a tenderer bids for multiple lots, DBW may require the tenderer to demonstrate that it has sufficient capacity, resources, subject matter expertise and delivery arrangements to support all lots for which it may be appointed. DBW reserves the right to consider whether awarding multiple lots to the same supplier would create any capacity, resilience, conflict of interest or delivery risk, and may seek clarification where necessary.
The maximum number of suppliers to be appointed to each lot is set out in the procurement documents. DBW does not guarantee any minimum spend, volume of work or number of call-off contracts under any lot.

Tenderers must be legally constituted organisations with the appropriate authority and capacity to enter into and perform the contract. Bidders may be required to provide evidence of their legal status and confirm that they are not subject to any mandatory or discretionary exclusion grounds as set out in the Procurement Act 2023.
Tenderers must demonstrate that they possess the financial standing and economic capacity necessary to deliver the services. The Development Bank of Wales reserves the right to assess financial resilience using information such as audited accounts, financial statements, turnover information, credit reports, or other financial data considered appropriate.
Where considered proportionate to the value and risk of the contract, bidders may be required to demonstrate a minimum level of financial standing. The Development Bank of Wales reserves the right to seek guarantees, assurances or other evidence where there are concerns regarding a bidder's financial capacity to perform the contract.
Bidders must maintain adequate insurance cover relevant to the services being provided throughout the term of the framework and any call-off contracts, including employers' liability insurance (where applicable), public liability insurance and professional indemnity insurance.

As a minimum, bidders may be required to:

Evidence the ability to develop and deliver tailored learning solutions to meet specific organisational and individual development needs.
Demonstrate appropriate quality assurance arrangements, performance monitoring processes and continuous improvement procedures.
Confirm their capacity and capability to deliver services across the required geographic locations and delivery methods, including face-to-face, virtual and blended learning.
Demonstrate compliance with all relevant legal, regulatory and professional requirements applicable to the services being provided.
Provide evidence of policies and procedures relating to safeguarding (where applicable), equality, diversity and inclusion, data protection, information security, health and safety, and business continuity.

As a minimum, bidders may be required to:

Demonstrate access to appropriately qualified, experienced and competent trainers, facilitators, coaches and subject matter experts.
Evidence the ability to develop and deliver tailored learning solutions to meet specific organisational and individual development needs.
Demonstrate appropriate quality assurance arrangements, performance monitoring processes and continuous improvement procedures.
Confirm their capacity and capability to deliver services across the required geographic locations and delivery methods, including face-to-face, virtual and blended learning.
Demonstrate compliance with all relevant legal, regulatory and professional requirements applicable to the services being provided.
Provide evidence of policies and procedures relating to safeguarding (where applicable), equality, diversity and inclusion, data protection, information security, health and safety, and business continuity.
Where bidders are applying for multiple lots, they must demonstrate sufficient capacity and resources to deliver all services for which they are seeking appointment.

Training requirements under this lot may vary depending on the role, experience level, objectives and development needs of individual employees or teams. As such, the Development Bank of Wales may require suppliers to tailor training content, delivery methods, duration, learning materials and practical exercises to meet specific organisational or participant requirements.
Services may include the adaptation of existing courses, the development of bespoke training programmes, one-to-one or group coaching, action learning sets, workshops, masterclasses and other leadership and management development interventions. Training may be delivered face-to-face, virtually or through a blended approach, depending on business needs and participant preferences.
The scope, format and level of customisation required will be specified at call-off stage. No minimum volume of bespoke work is guaranteed. Suppliers must demonstrate the ability to design and deliver flexible, tailored solutions that align with the Development Bank of Wales' strategic objectives, organisational culture and learning outcomes.

Description of how multiple lots may be awarded
Tenderers may submit a tender for one, several or all lots, provided they can demonstrate that they meet the conditions of participation and minimum requirements for each lot they bid for. Each lot will be evaluated and awarded separately using the award criteria set out in the procurement documents.
DBW may appoint different suppliers to different lots and may appoint the same supplier to more than one lot where that supplier submits the most advantageous tender, or is ranked within the maximum number of suppliers to be appointed, for each relevant lot. Appointment to one lot does not guarantee appointment to any other lot.
Where a tenderer bids for multiple lots, DBW may require the tenderer to demonstrate that it has sufficient capacity, resources, subject matter expertise and delivery arrangements to support all lots for which it may be appointed. DBW reserves the right to consider whether awarding multiple lots to the same supplier would create any capacity, resilience, conflict of interest or delivery risk, and may seek clarification where necessary.
The maximum number of suppliers to be appointed to each lot is set out in the procurement documents. DBW does not guarantee any minimum spend, volume of work or number of call-off contracts under any lot.
