Framework operation description
The requirement is to establish a framework agreement to appoint up to six suppliers on a call off basis to fulfil Specialist Food and Drink Export Consultancy and Trade Development Visits contracts. Successful suppliers will deliver specialist export advisory support to Welsh-based food and drink business to develop their international sales, and to help maximise their chances of export success.
The six successful suppliers will be effectively ranked, with the highest scoring bidder being ranked first and the second highest scoring bidder will be ranked second, this will apply to all six successful bidders. Contracts with estimated values of up to £7,500 will be awarded by direct award. This will be on a rota basis starting with the highest scoring successful tenderer. The next contract will be offered to the second highest scoring tenderer and so on. For Contracts with estimated values above £7,500 (excluding VAT) will be subject to a mini competition and all successful tenderers will be invited. The mini competitions will be evaluated using specific evaluation criteria along with the scoring methodology adopted at framework level.
