Abstract

We are seeking to issue a Contract for Implementation of Corporate Communication Platform and M365 to support Tai Tarian’s Technology & Innovation team in the delivery of its departmental objectives. At Tai Tarian we want to make an urgent appointment of a preferred partner to provide corporate Digital Leadership and expertise and so enable a smooth shift to hybrid / remote working across the organisation. Our organisation has been working remotely since March 2020 and has adapted well to the enforced remote environment. However, we are alert to the fact that our workforce digital skills are not well developed and our disciplines and expectations about data management also need urgent improvement. The Technology & Innovation team is already progressing rapidly with the technical roll out of M365, but under the circumstances it will be a challenge to achieve positive engagement or full user adoption. At the same time, we aim to implement an organisation wide platform to enhance engagement and communication, and need guidance about the selection of the right product to integrate with M365 – whether that be Yammer, Slack or Workplace, followed by visible leadership of the implementation. The selected specialist organisation will report directly to an Executive Director within our overall “Future of Work” improvement plan, alongside the Head of Technology & Innovation who will naturally drive the technology implementation and the Head of Organisation Development who is facilitating several areas of change relating to remote working.

We are seeking to issue a Contract for Implementation of Corporate Communication Platform and M365 to support Tai Tarian’s Technology & Innovation team in the delivery of its departmental objectives.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Tai Tarian is committed to contributing to the social, economic and environmental well-being of the wider community. Consequently Community Benefits clauses will be a mandatory contract clause. Therefore, as a minimum requirement, Tenderers will have to agree that community benefits will become part of the contract, if a Tenderer does not agree to this, then the Tenderer will be rejected.

This means, as part of their tender response, Tenderers are asked to set out how they will deliver ‘community benefits’ through the contract by completing the ‘Menu of Options’ which will form their Community Benefits Plan, attached as Appendix 2.

The buyer considers that this contract is suitable for consortia bidding.

We are looking for help to drive engagement and adoption of M365 and a corporate collaboration tool within the organisation. Any technical configuration / deployment work for M365 will be part of a separate project and not included in the scope of this contract.
