Total quantity or scope of tender
We would require the external evaluators to: -
- Provide a documented record of the delivery of the Stand For Nature Wales Project
- Assess the extent to which the project has met:
• Its own stated aims, outputs and (especially) outcomes
• National Lottery Community Fund CAF criteria
- Ensure that our monitoring methods accurately measure our impact on long-term behaviour change
- Assist us in pulling together our diverse datasets on carbon sequestration and climate mitigation activities with communities, developing relevant research instruments where required to help measure their carbon footprint
- Assess the ENVIRONMENTAL impact of the Project; both in terms of area of green space improved for sequestration of greenhouse gases and biodiversity outcomes relating to outputs (i.e. number of trees planted, length of hedgerows regenerated, total area of gardens improved for wildlife)
- Assess the SOCIAL impact of the Project; in relation to the health and wellbeing of young people and their wider communities, community networks established / developed, stakeholders engaged and beneficiaries trained
- Examine the effectiveness of the management of the Project, including assessment of internal Wildlife Trust processes, governance and staffing structures and their impacts on delivery of the Project.
It is proposed that the evaluation consists of three main phases:-
- Evaluation Framework stage: Involving desk-based research to familiarise with all key documents and including scoping interviews or workshops with key staff to help create an appropriate evaluation framework for the project. This should include the setting of baseline positions and support with the development of self-evaluation research tools and a suitable monitoring approach
- Process Evaluation stage: Delivery of a mid-term report that gathers key findings in relation to the design, management and implementation of the project – with a short section on emerging outcomes and suggestions for efficiency improvements (including how outputs/outcomes are recorded)
- Summative Evaluation stage: Delivery of a final evaluation report which summarises the overall effectiveness of the project and report on the extent that the project has achieved it’s outputs, outcomes and impacts
