No tenders or no suitable tenders/requests to participate in response to restricted procedure
Explanation:
The Council undertook 2 tender exercises under its DPS for Supported Living Services and both failed due to unacceptable bids. The bids were unacceptable due to budget constraints.
Following the second tender exercise, the Council then entered into negotiation with all bidders that had successfully passed the quality thresholds in the previously abandoned tender exercises. Having already ascertained quality, the award was made on price and overall value can be demonstrated for the public purse.
