Abstract

The Business Wales Commercial Property Database Service is in place to provide the Client with a robust source of property related information for Wales, that serves both internal and external stakeholders requirements. The current property database is available to view at: https://businesswales.gov.wales/property-database . The aim of the Business Wales Commercial Property Database Service (Solution) is to provide a single source of information on the availability of commercial land and property (for let/for sale), both in private and public ownership across Wales for the benefit of customers looking to start a business or established businesses looking to move or expend their business either within Wales or into Wales. . The Client is seeking to put in place a new contract to provide, populate and maintain a commercial property database (Database) of commercial land and properties for sale and to let in Wales, to be hosted on the Business Wales website. . The Client is specifically seeking off-the-shelf solutions that include data curation and management services. The Supplier should provide existing software alongside industry expertise in commercial land and property, to populate and maintain the Database. Additionally, the Supplier should ensure seamless connectivity to the Business Wales website, all within the scope of the Client's requirements. . The Database will be hosted on the https://businesswales.gov.wales website. The Supplier will be required to work with Business Wales’ current web contractors who are responsible for the current Drupal web platform to display content on the site by consuming a web service / API to display the available commercial properties. . The Supplier will act as the main point of contact for Users who interrogate the database for property searches and Contributors (e.g. Commercial Agents / Estate Agents) with regards to any requests to include property data on the Property Database. . The Database must be accessible to Users (Client and Stakeholders) on the Business Wales website without having to register. . The Services must include functionality or a process which will allow the Client to populate the Property Database with Welsh Government owned properties and for other Users to populate the Property Database with their own properties. . The Supplier must ensure that the data held on the Database is relevant as follows: - The Database content is to be sourced, maintained and updated by the Supplier by liaising with Contributors, web site sweeps etc. - The Database content must be relevant to commercial interests i.e. to include but not be limited to data on Offices; Retail; Leisure / Hospitality / Tourism; Industrial; Warehousing; Industrial Warehouse Unit; Investment / Development; Land Site; Serviced offices. - Comprehensive data is to be stored against listings to include but not limited to: Tenure, Property type; Price; Size; Description; Contact Details for further information; Commercial interest type; Date added; Location (region based); Area; Enterprise Zone. . The Supplier must provide regular reports that will be useful for the Client, to inform policy decisions and measure the continuing viability of the Solution. These reports will include but not be limited to: information and statistics on the properties and land available on the Database; and statistics relating to the activity of Users. . Minimum requirements include but are not limited to evidence of information security certification and regular system penetration testing, quality assurance certification or equivalent, compliance with Web Content Accessibility Guidelines 2.1 to Level AA and ability to provide a service in line with the Welsh Language Standards. . Additional Information

The Welsh Ministers (the Client) are issuing this notice to undertake early market engagement in relation to the Services described. While the Client is currently aware of only one supplier believed to be fully capable and able to deliver these Services, this process is intended to test that assumption and ensure that any other potentially capable suppliers have the opportunity to come forward before a final procurement approach is determined.

An outline specification is attached to provide high-level information about the Services under consideration. Interested suppliers are invited to review the specification and respond with expressions of interest.

Important: Responses will be reviewed to assess whether any additional suppliers may be capable of delivering the Services in full and in accordance with the outline specification, and within the required timescales. To be considered valid, expressions of interest must include a completed version of the questionnaire attached to this notice. All responses must be submitted by email (details on the document) no later than 5pm on Friday, 20th June 2025.
