Conwy County Borough Council (hereinafter referred to as the Client) require a study into flooding at Morfa Drive Conwy.
At this location, flooding emerges twice a day from a watercourse manhole during some spring tides to flood a section of highway, obstructing one of the gates to a secondary school, flooding two private gardens, and adversely impacting on the adjacent Dwr Cymru Welsh Water (DCWW) Pumping Station. The flooding drains rapidly following each tidal event. There is a flap valve on the outfall that has been serviced and is said to be functioning correctly.
The study is required to confirm the flood mechanism and to propose a range of possible solutions.
The study will review the watercourse flows, tide levels, the culvert capacity and the performance of the flap valve, in order to confirm the flood mechanism. It will then propose a range of costed options to resolve the flooding and recommend a preferred option.
The study must be completed by 17th February 2023 in order to allow time Conwy Council to decide on the options and for grant applications for funding for the solution to be implemented during 2023/24.
These tender documents are intended to be used by Consultants to submit their tender prices and proposals for the completion of the study within challenging timescales, driven by funding constraints.
