Abstract

Ruthin Artisan Markets CIC is seeking a suitably qualified contractor Ruthin Artisan Markets CIC is seeking a suitably qualified and experienced contractor to carry out demolition and access improvement works at the Grade II Listed Ruthin Town Hall. The contract forms part of a wider programme of capital works funded through the UK Shared Prosperity Fund, with the goal of improving accessibility, safety and functionality for public use. The works will include the removal of the existing external access ramp and the demolition of a raised internal floor section to facilitate level access. The contractor will be required to coordinate with Terry Lifts for the installation of a DDA-compliant platform lift, which has already been purchased by the client and is to be installed on site during the contract period. The scope also includes the demolition and restructuring of existing toilet facilities and the construction of a fully accessible Changing Places facility, meeting current national specifications and guidance. This will involve internal demolition, drainage adjustments, fitting of new sanitaryware, grab rails, specialist equipment and compliant flooring and wall finishes. The works also include the demolition of an internal wall (currently part of the ladies toilet) to create a new doorway linking the Town Hall and Market Hall, as well as the supply and installation of new flooring in the refurbished areas. All work must comply with current building regulations, DDA accessibility standards, and any applicable conservation requirements due to the listed status of the building. Contractors must ensure health and safety measures are in place throughout the works and must hold appropriate insurances and qualifications. The appointed contractor will be expected to work in coordination with Ruthin Artisan Markets CIC, Denbighshire County Council and appointed third parties to ensure timely and safe completion of the project. The attached QS documents will detail fully aspects of the work, however please note that only the works listed above are currently required. Glazing works are already completed for example, please call and speak to Bernadette for a walk through if needed, the access lift is already purchased and will be installed by Terry Lifts but they will need to be liaised with as works progress in order to allow an allocated installation date.

Total quantity or scope of tender

The overall size of this contract is £165,000 (excluding VAT).

This includes all elements of the required works:

Demolition of an external access ramp and internal floor section

Supply and installation of a new DDA-compliant access ramp and platform lift (lift already purchased; contractor to coordinate installation with Terry Lifts)

Demolition and restructuring of existing toilet facilities, including the addition of a fully accessible Changing Places Facility

Demolition of an internal wall to create a connecting access route between the Town Hall and Market Hall

Supply and fitting of new flooring in the affected areas

This contract is single-lot, with no options or phased elements. The maximum available budget is £165,000, inclusive of all labour, materials, project management, and coordination with third-party suppliers.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Bidders must meet the following minimum standards in order to qualify for participation:

Demonstrable experience in the delivery of building and refurbishment works of a similar scale and nature, including demolition, accessibility adaptations, and toilet facility upgrades.

Experience working on heritage or listed buildings is preferred and must be clearly evidenced where applicable.

Ability to coordinate with third-party suppliers (e.g. lift installers) and manage projects involving multiple elements and trades.

Evidence of valid public liability insurance of at least 5 million and employers’ liability insurance of at least 10 million.

Compliance with current UK building regulations and construction health and safety legislation (e.g. CDM 2015 Regulations).

Appropriate qualifications and accreditations for trades involved (e.g. Gas Safe, NICEIC, or equivalent where required).

A minimum of two references from previous clients for similar work undertaken within the last five years.

Financial capacity to deliver the project within agreed timescales and budget, supported by recent accounts if requested.

5 Other Information

5.1

Additional Information

This project is part-funded by the Welsh Government Community Facilities Programme and DCC and forms part of a wider programme to improve accessibility and community use at Ruthin Town Hall. The successful contractor will be expected to work collaboratively with Ruthin Artisan Markets CIC, Denbighshire County Council, Unit3 Design Studio (architects), Consult23 (Cost Consultants), and other appointed contractors and suppliers, including Terry Lifts.

Due to the listed status of the building, the contractor must take care to preserve historical features and comply with any conservation requirements. The site will remain partially operational during works, and careful coordination will be required to minimise disruption.

A full specification and scope of works will be provided to shortlisted contractors. Site visits can be arranged prior to submission of tenders, and are strongly recommended.

All works must be completed within the funding period and budget constraints. Ruthin Artisan Markets CIC reserves the right not to award the contract to the lowest bidder but to the most economically advantageous tender based on quality, experience, and value.
