Abstract

Tender Specification: Supply of 17-Seat Fully Accessible Light Minibus 1. Overview We are seeking tenders for the supply and delivery of one (1) brand-new, fully accessible 17-seat light minibus. The vehicle will be used for community transport purposes and must meet high standards of accessibility, safety, and passenger comfort. This tender will be live for one (1) week only, and delivery timescales will be a key factor in the award decision. Delivery to site must be within a maximum of 12 weeks from order confirmation, with preference given to suppliers who can deliver sooner. 2. Base Vehicle Requirements Manufacturer: Base vehicle must be manufactured by Peugeot, Citroën, or Fiat Seating Capacity: Minimum of 17 seats total – 1 driver seat + 16 passenger seats Drive: Preferably front-wheel drive Transmission: Manual transmission is preferred Automatic transmission will be considered if it enables significantly earlier delivery Fuel Type: Diesel only 3. Accessibility Requirements Wheelchair Accessibility: Internal passenger lift – Braun or equivalent, minimum 350kg lifting capacity Room to safely accommodate 1 wheelchair user At least 6 removable passenger seats to allow flexible layout Full tracking system to suit removable seats and wheelchair position One full set of ISO 10542-compliant wheelchair tie-downs and occupant restraints Entry Assistance Features: Automatic side step Yellow grab handles at all passenger access points to support older and less mobile passengers 4. 1. Overview

3 Conditions for Participation

3.1

Minimum standards and qualification required

Conditions for Participation

To be eligible for consideration, all bidders must meet the following minimum standards:

Legal and Regulatory Compliance

The supplier must be a legally registered company or sole trader authorised to operate in the UK or EU.

The supplier must not be subject to any legal or regulatory exclusion grounds under the Public Contracts Regulations 2015.

The vehicle and conversion must comply with relevant UK road and vehicle safety legislation, including ECWVTA or IVA certification.

Experience and Capability

The supplier must have demonstrable experience in supplying and/or converting accessible minibuses within the past 3 years.

At least two references or examples of previous relevant contracts must be provided upon request.

Insurance

The supplier must hold valid and sufficient Public Liability Insurance (minimum £1 million), Product Liability Insurance, and Employer’s Liability Insurance (if applicable). Evidence may be requested prior to contract award.

Warranty and Aftercare Commitment

The supplier must offer a minimum 12-month warranty on both the base vehicle and conversion elements.

The supplier must confirm access to after-sales service or technical support arrangements (either directly or via approved third parties).

Financial Standing

The bidder must be financially stable and able to demonstrate capacity to deliver the contract. We reserve the right to request recent financial statements or other assurance if deemed necessary.

Delivery Commitment

The supplier must be able to commit to delivery of the vehicle within a maximum of 12 weeks from receipt of order. Bidders unable to meet this timeframe will not be considered.
