Abstract

Swansea University Science for Schools Scheme (S4) is part of the TrioSci Cymru consortium and is based within Swansea University’s Faculty of Science and Engineering. S4 provides science outreach via workshops to KS3 pupils in South Wales. The workshops are interactive, research led and designed to spark curiosity and a greater diversity and inclusivity in (Science, Technology, Engineering and Mathematics (STEM). S4 aims to stimulate the uptake of science education pathways, by getting young people excited and engaged in Science through these free, hands-on STEM workshops held at the University Singleton campus. However, since the start of the Covid-19 pandemic in March 2020, the project has incurred a significant increase in printing costs due to the requirement of bumper science workbooks for participants, where the content had become substantially larger than the originally designed workshop workbooks. This unforeseen and unplanned for provision pushed the project’s aggregated printing spend over the University’s GBP25K tender threshold, requiring the project team to now formally tender their remaining Year 3 printing requirements.

Total quantity or scope of tender

This procurement is solely for the remainder of Year 3 of the S4 project’s printing requirements which has tipped them over the University’s £25K tender threshold. Any printing relating to a 4th year of the project will be tendered separately since the S4 Project is still awaiting confirmation from the Welsh European Funding Office (WEFO) as to whether such an extension will be granted.

The project delivery of Year 3 ends in July 2021, although the printing of the end of project reports for Year 3 is required by March 2022, but this will move back to March 2023 if a Year 4 extension is granted by WEFO (notification from WEFO is expected by July 2021 but may not arrive until September 2021). Should the project be extended into a 4th year, it will continue to run to August 2022 meaning that the printing of the final reports will be needed by March 2023 and not March 2022.

Regardless of this potential change in provision date, the provision and costs of the end of project reports are included within this tender process and contract award. Tenderers are therefore required to confirm capacity and commitment to a potential March 2023 printing provision of these end of project reports, within their bid response.

Should the Year 4 extension be granted by WEFO, all printing materials except for these end of project reports, will be covered by a separate procurement process after the extension confirmation is received (Summer 2021).
