Wrexham County Borough Council (WCBC) has statutory responsibilities to safeguard, support and promote the wellbeing of adults, children, young people and families, in line with relevant legislation and guidance. This includes ensuring the continuity and resilience of frontline services in situations where urgent staffing support is required.
WCBC is inviting tenders from suitably experienced, qualified and regulated agencies for the provision of emergency staff support to assist both Adult Social Care and Children and Family Services at short notice. This support may be required to respond to unexpected service pressures, unplanned absences, increased demand, or critical incidents.
The framework will enable the Council to rapidly access appropriately skilled and competent staff to meet essential service delivery needs. In emergency situations, requests for staff support may be required at less than 24 hours’ notice, including outside of standard working hours.
The Council anticipates appointing a maximum of three providers to the framework. Appointed providers must demonstrate their ability to supply suitably trained, vetted and experienced staff within agreed timescales, and in full compliance with safeguarding duties, regulatory standards, employment legislation, and relevant professional requirements for working with adults and/or children.
2. The Service to be provided
The framework will cover the provision of emergency social care and support staff to assist Adult Social Care and Children’s Services within Wrexham County Borough Council. On occasion, staff may also be required to work outside of the county where this supports statutory duties or continuity of care.
Staff supplied under this framework may be required to work across a range of service areas, including but not limited to:
• Emergency Duty Team (EDT)
Provision of urgent, out-of-hours cover for adults and children during evenings, weekends and bank holidays, including responding to safeguarding concerns, crisis situations and statutory duties.
• Children and Young People’s Services (CYP)
Daytime and emergency social care support, including child protection activity, care and support planning, family intervention, and rapid deployment of staff to maintain safe care arrangements during periods of increased demand or unplanned absence.
• Adult Social Care Services
Emergency and short-notice support across adult services, including safeguarding, hospital discharge support, crisis intervention, and continuity of care for adults with care and support needs.
• Residential and Supported Living Settings
Emergency staffing provision within children’s residential homes and adult residential or supported living settings operating on a 24/7 basis, where immediate cover is required to maintain safe staffing levels or respond to unplanned situations.
• Family and Community Support Services
Practical and emotional support delivered in the home or community to stabilise families, support carers, prevent escalation of needs, and assist adults, children and young people with additional or complex needs.
