Workforce Availability and Retention of care and nursing staff.
Regulatory Non-compliance: comply with Care Inspectorate Wales (CIW) standards, safeguarding regulations, or other statutory obligations, potentially leading to enforcement actions, reputational damage, financial penalties, or suspension/termination of service provision.
Residents' complexity and changing care needs: Risk of a mismatch between contracted service specifications and the evolving or increasing complexity of residents’ care needs, not limited to, dementia, palliative care , necessitating adaptive service models and potentially additional resources.
Demand Fluctuations: Significant changes in the number or complexity of residents’ care needs impacting capacity, staffing levels, and resource allocation.
Financial Viability of Contractors: Contractor insolvency, cash flow issues, or external economic factors (e.g., inflation in energy or staffing costs), which may jeopardise ongoing contract delivery or require contract renegotiation.
Pandemic or Public Health Emergencies: Risk of disruption to contract performance arising from pandemics, disease outbreaks, or other public health emergencies, potentially affecting staffing levels, supply chains, access to facilities, or compliance with statutory health and safety requirements.
Health and Safety: Failure to maintain a safe environment for residents, staff, and visitors.
