Abstract

Welsh Government published a pre-market engagement notice on 13 October 2025 inviting the market to help inform the design of the delivery and contracting models, as well as the WG’s procurement strategy more generally, for the A483 Llandeilo and Ffairfach Bypass scheme. This notice summarises the results of this engagement.

The results and outcome of the market engagement exercise conducted in Autumn 2025 are summarised below:

- The Welsh Government will use the Competitive Flexible Procedure under the Procurement Act 2023. The upcoming procurement process will consist of a selection stage to shortlist bidders (maximum 5 in number), followed by a tender stage to appoint a winning contractor.

- A two-stage ECI delivery model will be used. X22 of the NEC4 ECC will not be used.

- The payment options to be used for Key Stages 3 and 4 are NEC4 PSC Options C and E respectively.

- The payment option to be used for Key Stage 6 is NEC4 ECC Option C.

- As part of the market engagement exercise the market provided a number of suggestions for removing barriers to bidding, including reasonable levels of security, proportionate and equitable risk transfer/ sharing. Such matters have and continue to be given due consideration by the Welsh Government.

- The Welsh Government is currently undertaking a range of activities to enable tenderers to better understand the site conditions and help optimise programme delivery. The information will be provided at the tender stage of the procurement process and will include detailed Ground Investigation data.

- Option X29 Climate Change will be included alongside a requirement for the winning contractor to work within the framework of PAS2080 to support initiatives around decarbonisation. Specific decarbonisation and climate related targets are to be agreed between the parties during Key Stages 3 and 4.

- Incentivisation mechanisms will be included and such mechanisms will span all Key Stages.

- The weightings of price and quality are being finalised.

- Social value however will attract a minimum of 15% weighting of the quality

- As part of our commitment to socially responsible procurement, and to fulfil our commitments under the SPPP Act, the standard workforce clauses will be used in this tender element.

- It is currently anticipated that the selection stage will have a duration of 25 days, i.e. bidders will have 25 days to compile their selection stage submissions.

- It is currently anticipated that the tender stage will have a duration of 12 weeks, i.e. bidders will have 12 weeks to compile their full tender submissions.

Please note that the Welsh Government expects to publish the relevant Tender Notice on or around week commencing 17th of August 2026. Tender Notice (UK4) publication will signify the start of the procurement exercise.

Engagement

Engagement process description

The engagement will consist of two parts:

Firstly, an in-person event on Monday 27th October at the Parkgate Hotel Westgate St, Cardiff CF10 1DA at 10:30am. The purpose of the event is not to inform the design of the delivery and contracting models, or the WG’s procurement strategy per se; rather it is to give potential bidders an overview of the project. The event is open to potential bidders, if you wish to register your attendance, please email A483LlandeiloandFfairfach@arcadis.com

To attend the event in person pre-registration is required, with a maximum number of 2 attendees per organisation. Upon registering your attendance, you will receive a copy of an invitation to complete a questionnaire to inform the design of the delivery and contracting models, and the Welsh Government’s procurement strategy. This questionnaire invites potential bidders to provide their views on a range of issues, including, procurement strategy, climate change, key commercial terms, project scope and potential barriers to bidding.
