Abstract

The Welsh Local Government Association (WLGA) is funded by the Welsh Government (WG) to deliver the Waste Improvement Programme (WIP) in Wales. WIP has been working to assist Local Authorities (LAs) to improve the performance and efficiency of waste services since 2007. The key role of WIP is: • Collect, validate and analyse key performance data; • Inform effective and efficient service design and decision across all 22 LAs; • Develop tools and resources which make a difference to front line services; and • Allow joint procurement including collaboration. WIP has worked closely with local authority waste officers and finance officers to develop a robust & consistent methodology to capture financial data relating to local authority waste services. This is to enable LAs to make informed decisions on the effectiveness and efficiency of their services. Data is collected for a wide range of service areas including dry recycling, food waste, green waste, CA sites, Bring sites, residual waste. The data obtained is presented amongst other means in an annual report to Ministerial Programme Board (MPB) at the start of the year. The latest report, covering financial year 2012-13 presented at MPB in February 2014. The WLGA has undertaken a programme to co-ordinate the way that local authorities report their waste management financial data so that a consistent approach is taken. The subsequent WLGA working group has developed a data collection framework for all local authorities. This is currently split in to basic activities (collection, transfer, treatment and disposal) for all waste management activities (kerbside collections, civic amenity sites and bring sites).
