Abstract

As a regulator of qualifications and the qualifications system in Wales, there are decisions we make that potentially impact on awarding bodies, learners, centres and/or the qualifications’ market more widely. As part of our decision making, we assess the potential impact of our proposals, in order to ensure that they are proportionate, that the benefits outweigh the costs, and they achieve value for money. We complete a Regulatory Impact Assessment (“RIA”) to demonstrate that we have considered the impacts of our decisions. This means that we usually identify a range of feasible options and use evidence to appraise these options by identifying and managing risks and anticipating impacts for the preferred option we plan to take. We have due regard for the Better Regulation Executive’s Code of Practice for regulators and other guidance, such as the Treasury Green Book TSO 2011. We recently reviewed our RIA approach and subsequently piloted a new RIA template and guidance for staff. We conducted a cost benefit analysis as part of the RIA pilot and through this work we have identified the need for an external supplier to undertake cost benefit analysis as part of some future RIAs.
