The services are subject to regulations 74-76 of the Public Contracts Regulations 2015 (under chapter 3 for social and other specific services), known as “Light Touch Regime”. Therefore the Council is not obliged to comply with the full extent of the Regulations, only those parts which apply to the Light Touch Regime. The Council is voluntarily running this procurement exercise using a similar process to the Competitive Procedure With Negotiation (CPWN) under the 2015 Regulations, but without being bound fully by those parts of the 2015 Regulations which apply to the CPWN, and you are deemed to understand fully the processes that the Council is required to follow under relevant European and UK legislation. Furthermore, whilst the term "framework" is used to describe this contractual arrangement, it is not intended to be a framework agreement as defined by the Public Contracts Regulations 2015 and the provisions of Regulation 33 should not be taken to apply.
The first call off / deployment order placed by RCTCBC will be awarded simultaneously to the framework, and will be for an approximate value of 2.35M GBP per annum for the core services of Revenues and Benefits.
The remainder of the value is the estimated contract value for call-offs by other authorities and is not guaranteed.
