Abstract

Neath Port Talbot County Borough Council is seeking to procure a suitably experienced provider to deliver a programme of high quality, inclusive staffed play sessions for children and young people during school holiday periods across Neath Port Talbot.

The Service will be funded through the Welsh Government Holiday Playwork Project grant and will run over a two year contract period from July 2026 to March 2028, with funding of approximately £52,000 (excl. VAT) per annum.

Provision must be delivered during Easter, Whitsun, Summer, October and February school holidays (with potential for weekend sessions where need is identified) and include qualified playworkers, free access for children and the provision of healthy food or snacks at every session.

The programme will support the Council’s Play Sufficiency priorities by promoting wellbeing, development and social play, reducing holiday hunger and actively targeting inclusion of children from rural areas, deprived communities and those with additional learning needs, alongside robust safeguarding, food safety, monitoring and Welsh Language Standards compliance.

Description

Your response should clearly relate your proposed service delivery model against the specification requirements. Bidders are encouraged to be creative and innovative in their delivery models to ensure the service is accessible and inclusive, and to maximise the impact of the available funding.

This Method Statement must give details of how the Tenderer proposes to:

1. Manage and deliver the provision of the Service to achieve and evidence the outcomes specified in the Service Specification. This should include:

a. Full details of the service that will be available to users and how this will be inclusive to children from the identified priority groups.

b. Availability of service (days/hours), including number of sessions to be delivered over each holiday period. This should also include the number of children that could attend each session.

c. Children’s participation and how children’s voices will be captured to influence service delivery.

2. Provide healthy food/snack at each session, including:

a. Storage and preparation of food.

b. Understanding and management of allergies and/or dietary requirements.

3. Promotion and publicity of the service to maximise engagement by children and families

1. The project team/staffing structure that will be assigned by the Tenderer in the delivery of the Service, including job descriptions clearly outlining expected qualifications and experience. Please provide details of any posts that will need to be recruited for before service delivery commences.
