Abstract

The contracting authority is seeking to appoint a suitably qualified contractor to undertake improvement works to the toilet facilities at the premises. The works are intended to address heating, ventilation, insulation, mould remediation and associated internal repairs in the male, female and accessible toilet areas. The scope of works includes the installation of energy-efficient electric radiators within all three toilet areas, together with associated electrical works carried out by a suitably qualified electrician and in compliance with current electrical standards. Mechanical ventilation improvements are required through the installation of extractor fans serving each toilet. The ventilation system must operate automatically via humidity sensors and/or WC usage and must be installed in accordance with relevant Building Regulations. Thermal upgrades to the ceilings are also required. Existing ceilings are to be removed and new insulation installed. Insulation will be installed where none currently exists in the male toilet and existing insulation upgraded within the female and accessible toilets. New plasterboard ceilings are to be installed and all finishes made good, including coordination with any required plumbing or electrical adjustments. The contractor will also undertake mould remediation works. This will include treating affected surfaces with an appropriate fungicidal treatment, removing mould from walls, ceilings, windows and tiled joints, and ensuring the safe handling and disposal of contaminated materials. Internal repair works are required, including reinstatement of missing plasterboard to the female toilet window reveal, repair of detached plaster adjacent to the doorframe, and repair of cracked skim coat plaster in the male toilet. All defective surfaces are to be made good. Following repairs, full redecoration of the toilet areas will be undertaken. All walls and ceilings are to be prepared and finished with mould-resistant paint. Window frames are to be cleaned, prepared and redecorated as necessary. All works must be carried out in accordance with relevant Building Regulations, the Construction (Design and Management) Regulations 2015, and applicable electrical and plumbing standards. Contractors should also demonstrate consideration of Welsh Government guidance relating to decarbonisation and waste minimisation during the delivery of the works.

Description of the goods or services required

The contracting authority is seeking to appoint a suitably qualified contractor to undertake improvement works to the toilet facilities at the premises. Total quantity or scope of tender

The contract comprises improvement works to three toilet facilities (Male, Female and Accessible) within the premises. The works include the supply and installation of three electric radiators, installation of mechanical ventilation fans to each toilet area, and thermal upgrades to three ceiling areas, including removal of existing ceilings, installation or upgrade of insulation, and installation of new plasterboard ceilings with associated making good.

Additional works include mould treatment to affected walls, ceilings, windows and tiled joints, localised plasterboard and plaster repairs, and full internal redecoration of the three toilet areas, including walls, ceilings and window frames using mould-resistant finishes.

The contractor will be required to provide all labour, materials, plant and equipment necessary to complete the works, including any associated electrical and minor plumbing adjustments required to facilitate the installations.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tenderers must demonstrate that they have the appropriate experience, qualifications and capacity to undertake the works described within the specification.

Contractors must have demonstrable experience of delivering similar building improvement works, including heating installation, ventilation systems, ceiling insulation works, plaster repairs and internal redecoration within occupied buildings.

The contractor must ensure that all electrical works are undertaken by a suitably qualified electrician and comply with current electrical regulations. Any plumbing or mechanical installations must also be completed by competent and appropriately qualified personnel.

Tenderers must hold appropriate levels of insurance, including as a minimum:

Public Liability Insurance of at least £5,000,000

Employers’ Liability Insurance of at least £10,000,000 (where applicable)

The successful contractor will be required to comply with all relevant legislation and guidance, including:

Tenderers must demonstrate that they have appropriate health and safety policies and procedures in place and are able to undertake the works in a safe manner.
