Abstract

Following the introduction of the Local Government and Elections (Wales) Act 2021 each Local Authority in Wales must undertake a Panel Performance Assessment (PPA) once during each electoral term of the local authority. The Act places a duty on councils to arrange for a panel to undertake and respond to a corporate, organisational level assessment, of the council, to the extent the council is meeting its performance requirements. Performance requirements are defined as the extent to which a council: is exercising its functions effectively; is using its resources economically, efficiently, and effectively; and has effective governance in place for securing the above. To support the peer panel, a comprehensive summary/overview of the Council's financial position is provided to enable the panel to have succinct financial information that enable the panel to discharge their functions whilst attending the PPA. This document is the subject of this notice. The WLGA wish to secure expressions of interest from suitable suppliers to this work that we estimate to be £17,500 for 14 remaining assessments.

Description of the goods or services required

The expectation is to deliver 14 financial assessments within a financial envelope of £17,500 via suitable providers expressing interest in this work. We expect providers to be suitably qualified and have suitable experience of local government finance systems to produce the overview.

The WLGA expect expressions of interest that may also include additional interview to assess the suitability of providers.

The financial assessments must include the following areas and persons submitting information must be suitably professionally qualified within the financial sector

An Executive Summary of the Councils Financial Performance, its Strategic Financial Planning, in year budget setting, financial sustainability assessment.

Analysis of the Councils performance against its budget to include revenue outturn, mitigation measures, contributions to reserve

Current financial position revenue and capital overview

Analysis of the medium term financial plan (MTFP)

Analysis of reserve position and balances

Overview conclusions
