Description of the goods or services required
g39 is a registered charity based in Cardiff in an ex-industrial warehouse. It is an artist-run community project. This is our first major integrated decarbonisation project for the building. We are seeking to appoint a suitably qualified and experienced Principal Contractor to design, supply, install, integrate, test and commission a fully operational Smart Local Energy System (SLES) at our premises.
The project is supported by the Welsh Government Ynni Cymru Capital Grant Funding Programme and aims to reduce energy costs, improve energy efficiency, lower carbon emissions and support the long-term sustainability of the community programme at g39.
The scope combines five elements: Design and install approximately 20 kWp of rooftop Solar PV; integrated Sig Energy battery storage stack with vehicle-to-grid EV charging; an electric van, providing vehicle-to-building storage when parked. An air-to-air heat pump multi-split system (ASHP) with point-of-use electric water heaters for domestic hot water; a Sig Energy smart energy management system coordinating generation, storage, heating and vehicle charging against tariff and occupancy; islanded back-up supports critical loads during grid outages. The overarching rationale is to cut g39's energy bills and carbon emissions, eliminate fossil-fuel heating, and open unheated workshop zones to year-round community use. Any proposed design needs to consider the impact on the very specific interior architecture of the building, which functions as a contemporary art gallery, a cinema, a library, workshop and community space.
The successful contractor will be responsible for the complete delivery of the project, including site surveys, structural assessments, system design, equipment procurement, electrical and civil engineering works, Distribution Network Operator applications and approvals, planning and building regulations requirements where applicable, subcontractor coordination, installation, integration, testing, commissioning, certification and handover. All works must comply with applicable UK legislation, relevant British Standards, electrical installation regulations, Construction Design and Management Regulations 2015, manufacturer requirements and recognised industry standards. The contractor must demonstrate appropriate technical competence, experience and resources to deliver a fully integrated renewable energy installation within the required programme. The completed system must include suitable monitoring, metering and energy optimisation capabilities, together with operating manuals, maintenance information, warranties, certification and staff training. g39 intends to appoint a single Principal Contractor with overall responsibility for managing and coordinating all elements of the works. The project is subject to a strict funding deadline. All installation works, testing, commissioning, outstanding defects and snagging, compliance documentation, formal handover, g39 sign off and final invoicing must be completed by 31 March 2027.
The maximum available project budget is GBP 108000. Contract award will be subject to final confirmation of funding and completion of the necessary procurement approvals. A pre tender site visit is offered. Further information is provided within the accompanying tender documentation.
