Procurement description

Ceredigion County Council is inviting tenders for the service of providing and operating a Household Waste Site (HWS) in South-East Ceredigion. Services shall include the provision of a HWS, reception, sorting, transport, reprocessing, and disposal of materials. Tenders are invited from suitably qualified parties who are able to provide the services compliant with all current legislation.

Mae Cyngor Sir Ceredigion yn gwahodd tendrau ar gyfer darparu a gweithredu Safle Gwastraff y Cartref (HWS) yn Ne-ddwyrain Ceredigion. Bydd y gwasanaethau yn cynnwys darparu Safle Gwastraff y Cartref, derbyn deunyddiau, didoli, cludo, ailbrosesu a gwaredu deunyddiau. Gwahoddir tendrau gan bartïon sydd â'r cymwysterau priodol ac sy'n gallu darparu'r gwasanaethau yn unol â'r holl ddeddfwriaeth gyfredol.

The estimated value is between £4 million and £4.23 million excluding VAT or £4.8 million to £5.1 million including VAT for the full term of the contract including all extensions. Please note that the contract value provided within this notice represents an estimate prepared by the Council. It is issued for guidance only and does not constitute a fixed budget or an indication of the expected contract price. Bidders are expected to submit a competitive bid based on market prices.

Description of risks to contract performance

Waste and Recycling legislation and regulation are frequently updated and amended. Should changes occur during the life of this contract the terms and/or specification may need to be modified accordingly. The Council is undergoing a strategic review of the waste service, it is possible that this may require changes to the service in future which will be managed via the variation process in the contract.

It is understood that markets for waste materials are subject to volatility. Any implications would be managed via the variation process in the contract.
