II.2.4) Description of the procurement
The purpose of this procurement process is to provide the 22 Local Authorities in Wales including for Welsh Government on behalf of the County Surveyors Society Wales (CSSW), with the necessary professional services in connection with Highway Asset Management Planning. The Local Authorities including for Welsh Government are seeking Consultants that have the necessary experience and expertise in the development of highway asset management planning and processes. Further information on the core aims and objectives of the project are outlined within the attached information note.
It is anticipated that contracted services will commence from the 01 February 2018 for an initial period of 3 years (with an option to extend for a further period of up to 2 years at 12 monthly intervals).
II.2.14) Additional information
The Procurement is intended to be administered via the Open Procedure as contained within the Public Contracts Regulations 2015. It is intended that the contract will be let under the NEC3 Professional Services Contract Option E: Time Based Contract. The Invitation to Tender process will commence in June 2017.

This Prior Information Notice (PIN) is not an invitation to tender. The purpose of this PIN is to serve as an indication of proposed future procurement by the Council, though it may be subject to change, and does not constitute any commitment by the Council to undertake any public procurement exercise in the future.
The contract notice is likely to be published in June 2017.
Interested parties will not be prejudiced by any response, or failure to respond, to this PIN.
Contractors are invited to express their interest in participating in the tendering exercise by emailing Chris Davidge at Caerphilly CBC at davidc1@caerphilly.gov.uk by Friday 21st April 2017. The Council will be undertaking a pre procurement market engagement exercise for this contract with those that have expressed interest in the opportunity. Further information is set out within the information note attached to this PIN and details of the pre procurement market engagement exercise will be released following the deadline of the expressions of interest. The pre procurement market engagement exercise is planned for Wednesday 03rd May 2017. Contractors are advised that the Council will not be notifying interested parties when the ITT documents are published. The Council will publish a Contract notice when the ITT Is released to the market.

Contractors not already registered on the E-Tender Portal are requested to do so as registration will be required, a step by step registration user guide is attached to this PIN.

The successful contractor will be required to deliver Community Benefits in support of the Council’s economic, environmental and social objectives.
