The City of Cardiff Council seeks to appoint a single provider (or a lead provider within a consortium) to deliver domiciliary care within two ExtraCare accommodation schemes for Older People aged 60+ and younger adults with a physical disability in Cardiff.
ExtraCare combines the philosophy of care alongside housing related support services within a housing environment. The service aims to provide a person centred and planned approach to the provision of care and housing related support to the tenants of the scheme.
Service user need for those in receipt of Extracare is based on a Unified Assessment and all people in receipt this service will have met Cardiff’s defined eligibility criteria for Extracare.

III.1) Conditions for participation
III.1.4) Objective rules and criteria for participation
The Council is undertaking a two stage restricted tender process. A pre-qualification questionnaire (PQQ) will be used to create a shortlist of providers that meet the Council’s minimum criteria for the contract to identify those organisations whose tender submissions will be evaluated.
The Council will evaluate the organisations' ability to meet minimum selected criteria, such as but not limited to insurance levels, economic and financial standing, capacity and capability and past experience.
It should be noted that TUPE may apply to this contract.
Bidders should note that the closing date for PQQ submissions is 12:00:00 pm (noon) on 15th June 2016. A threshold pass mark of 50% will be applied at this stage. Only provider organisations which achieve a mark above the threshold will be invited to tender (Award Stage). Organisations who fail the mandatory pass / fail questions will be deemed non-compliant and their submission will not be considered any further.

Please note that the Services to be procured are part of the Light Touch Regime (Regulations 74-77) under Schedule 3 of the Public Contract Regulations 2015 (Regulation 5 (1)(d) and 74) Social and Other Specific Services. This procurement will use the restricted procedure under EU procurement rules and the Council cannot enter into any negotiations on the Tender or Contract.

Under no circumstances will the Council incur any liability (including, but not limited to, liability as to costs) in respect of this procurement exercise, the abandonment of the same, or any documentation issued as part of this procurement exercise.
