The procurement involves the establishment of a framework agreement with several operators.
Justification for any framework agreement duration exceeding 4 years: The Framework is an initial duration of three (3) years with an option to extend for four (4) years, in two (2) year tranches (the maximum duration is seven (7) years). The Services to which this Notice relates fall within the Regulation 74 S.7 Ch.3 part 2 of the Public Contracts Regulations 2015. Regulation 33, in particular 33(3) does not apply to this procurement.

The aggregated value of all 9 lots over the proposed 7 year duration is circa GBP nine hundred and ten million. The Services to which this Notice relates fall within the Regulation 74, section 7, chapter 3, part 2 of the Public Contracts Regulations 2015. Although the contracting authority may voluntarily adopt certain provisions in the Regulations neither the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulation 74. Bidders will be required to enter into terms and conditions of contract as set out in the tender documentsand that save for matters of clarification or consistency the contracting authority will not negotiate the terms.
The contracting authority will not accept PQQ submissions after the stated closing date.
All tender costs and liabilities incurred by bidders shall be the sole responsibility of the bidders. The contracting authority reserves the right to establish the Framework in whole or in part.

1. To assist Providers the Trust has identified potential Community Benefit outcomes, which may be achieved by Providers. The Trust considers these positive outcomes to be proportionate and relevant to the subject matter of the Framework. The outcomes identified are listed below, which is not a definitive list and the Trust would like Providers to explain in their proposal how they intend delivering Community Benefits in respect of the Services provided under the Framework.

- Recycling policies (minimise waste to landfill and other initiatives)
