a tenure neutral floating support service, provided to people who are homeless, living in accommodation that is unsuitable for their needs, as well as people who are suitably housed, regardless of whether their home is owned or rented, as long as the support that they need is aimed at enabling them to develop the skills and confidence that they need to be able to live their life to its fullest potential, as independently as possible, in their own home.
It has been confirmed by the current provider of this service that there are TUPE [Collective Redundancies and Transfer of Undertakings (protection of Employment) (Amendment) Regulations 2014) implications attached to this contract. Further details are available in the tender documents

III.1.4) Objective rules and criteria for participation
As detailed in the tender documents:
Tenders must be submitted in accordance with the locality allocation process. In order to ensure a mixed market, the number of localities that any Provider can be awarded will be restricted to three. Providers can bid for one, several or all lots but if bidding for more than three lots will be awarded a maximum of one urban locality and two rural localities.
Providers must ensure they have the capacity to deliver if bidding for more than one locality. Providers must bid for localities in their entirety; the Authority will not accept any partial bids or caveats/conditions in the Lots providers are bidding for. The Authority will not accept any proposals for alternative locality service delivery options
