Abstract

Tenders are invited for the provision of BID Consultancy Services for Llangollen, Denbighshire, North Wales. The requirement is for a suitably qualified and experienced consultancy to work with and support the local business community in the development of a BID proposal to be presented to ballot of the business community within the respective areas. The Consultants will be expected to undertake extensive business consultation to formulate a definitive Business Improvement District. The commission will involve three Phases of work and is on a very tight timescale to 31 March 2020. Phase 1 - Assessing the Viability / Feasibility. The consultants will work with the Local Authority and local Business community to develop the BID concept, aims, vision and outline implementation strategy. The consultants will then carry out an assessment of the viability, feasibility and deliverability of the BID Proposal including the financial model and appetite from the business community for such an approach and provide feasibility recommendations. Subject to successful Phase 1 outcome consultants will be required to proceed to: Phase 2 – Taking the BID to Delivery (BID Ballot). The consultants will draw up a fully costed 5-year business plan to meet the needs of the business communities, which will then be put to a ballot. The formal requirements for this Phase are set out in the Local Government Act 2003 and the Business Improvement Districts (Wales) Regulations 2005. Consultants will assist the Local Authority with the local BID group in meeting the legislative requirements in order that the BID is legally compliant. Phase 3 – post ballot support. Consultants must demonstrate their proven track record of undertaking this type of work and taking it to a successful conclusion and give examples, with references of such successful outcomes.
