Abstract

The University of South Wales is seeking an experienced consultancy to undertake a survey, sampling and a risk mitigation report on the campus buildings that have a cladding system on its external envelope. For the purposes of this commission the identified sites are a-f (inclusive). The sites are represented through a diversity of building styles, ages and purpose from Georgian to 1970’s CLASP (Consortium of Local Authorities Special Programme) to post 2000’s with the specific buildings from each site identified in Appendices 5 with photographic images on Appendices 6. The usages of buildings include teaching, offices, student accommodation, recreational and refectory. Previous improvements to the sites have seen buildings receive an over-cladding finish and where new construction has taken place cladding has also been utilised. USW recognises its responsibilities for ensuring compliance of building materials and the USW Estates Department require an experienced professional consultancy to provide a report on the type of cladding present on the identified buildings, the risk they pose (if any) and reasonable measures to mitigate the risk.

Total quantity or scope of tender

The University of South Wales Estates Department requires knowledge of the existing buildings exhibiting cladding that may not meet an appropriate standard of safety and could pose a risk to the health and safety of residents, other building users or those in the proximity of the building.

The assessment of the external wall should consider the materials used, the building form, the geometry of the external wall and the overall design of the external wall system. This includes any spandrel panels and infill wall panels.

For the USW Estates Department to create a detailed record and instigate an informed plan of action an independent report is required. The appointed consultancy will be required to undertake the following: -

• Undertake a visual survey and create a record of all the types of cladding seen on specific buildings, specifically looking for Aluminium Composite Materials (ACM’s), Non-Aluminium Composite Materials (Non-ACM’s), High Pressure Laminate (HPL) or Spandrel Panels.

• Undertake a sampling exercise on each building, utilising current best practice, to determine any risks posed by the cladding, its filler material or if there are identifiable risks based on its installation, post-installation damage or subsequent deterioration.

• Provide a report identifying the reasonable mitigation option appraisal where risks, specifically fire risks, are identified. This is to be based on existing legislation, current best practice, building usage and existing fire safety measures
