Abstract

The works will involve potential structural steel repairs, preparation to SA2 standard of cleanliness to bright steel and application of a three/two coat paint system over the entire footbridge and associated access steel ramps Remediation works will comprise either of the following Options individually or a combination of the two; Option 1: Footbridge remediation works as per the scope of works to be undertaken wholly in-situ of the bridge’s existing geographical location. Option 2: Footbridge remediation works to be undertaken in two part’s, simultaneously: Option 2: Part 1: Footbridge span, i.e structure spanning over traffic lanes, to be wholly removed and transported off site to a convenient location were the remediation works can be undertaken as per the scope of works. A site has been identified approximilty 1.5 miles east if the site, traveling eastward on the A469, see drawing SO901-006 for site location. Option 2: Part 2: Footbridge access ramps and steps to remain in-situ and remediation works undertaken within existing geographical location as per the scope of works. Working at height and management of traffic will be a specific hazard. Suitable temporary works such as design scaffolds (structural otherwise) will be required. Suitable planning and precaution required ensuring health and safety especially working at height and protection from hazardous processes of all who may be affected. If Option 2 is employed, suitably designed temporary structurers will be required to support cantilevering access ramps .The structural scaffolding will be designed to support the existing remaining structures and must be installed prior to lifting the main span. The contractor is to ensure any foundations and / or footing’s supporting the temporary works is suitable and satisfies the allowable ground bearing capacity. The loosening, lifting and transportation of the main span off site and subsequently returned and reconnecting must be undertaken and managed by a suitably qualified company and personal. A lifting plan must be developed and submitted for review / comment from the Client / Principal designer. All scaffolding, structural or otherwise, must be designed by a suitably competent designer who’s name and company must be supplied as part of the CPP. Additionally, calculations, design mythology and drawings ( if appropriate ) must be supplied to the Authority’s Principal Designer for review / comment prior to work commencement .CCBC will provide bridge loading / weight to inform any propping, transportation requirements. The foot bridge spans over the A469 and is in close proximity to Trecenydd road-about. The A469 and the aforementioned roundabout is a major travel route for the Borough which provides access to the A467, local amenities, industrial and residential area’s etc. This route must remain open for the duration of the works and a suitable traffic management strategy must be developed and approved by the relevant Authority officers / Departments prior work commencement. All TMA , footbridge closure notices and notices relevant to TM within the effected roads and road about will be provided by CCBC once an agreeable TM design is produced by the contractor. The appointed contractor or principal contractor will be responsible for all temporary works design including water management and access. The contract is NEC3 Contract.

In order to be able to undertake construction related work for the Council in the value band below the EU procurement threshold and on this specific project, it will be a mandatory requirement for all suppliers to, hold membership with Constructionline and hold SSIP membership with an Health & Safety Accredited body through an SSIP approved Scheme.

Tenderers must express an interest in this tender by completing the following:

1.Log in to the Proactis Supplier Portal at https://supplierlive.proactisp2p.com/Account/Login

2.Click the ‘Sign Up’ option on the Portal homepage (If already registered go to point 11).

3.Enter your correct Organisation Name, Details and Primary Contact Details.
