II.2.4) Description of the procurement

Neath Port Talbot Council intends to invite tender submissions for the provision of a Supported Living Service for Younger Adults (Mental Health) which should be published around October 2019.

It is currently felt that the contract will be for a period of 3 years with the option to extend by period or periods of a further two years and will be tendered on the basis of M.E.A.T (Most Economically Advantageous Tender). It is anticipated that the contract start date will be 1st April 2020, however bidders should note that there will need to be some flexibility with the contract start date as the scheme is a new build and therefore is liable to change if there are unforeseen delays to build completion.

As the service is a new development there will be no TUPE requirements. Bidders will need to plan for recruiting and training appropriately experienced staff.

Three individuals have been identified to take up tenancies within the property therefore providers will have to be appropriately registered with CIW to deliver the service.

A market engagement event has been arranged for the 9th September, 9.00am until 13.00pm where potential bidders who are interested in delivering the above service are invited to meet and discuss with Council Officers the service to be tendered. The event is arranged as an opportunity for the Council to seek the views on the relative strengths and weaknesses of the model planned and to explore ways to improve service delivery and which may be included in the service specification. There will also be the opportunity for the provider to ask the Council any questions it may have around the tender.

The format of the event will consist of the presentations from the following:

- The Council – services to be delivered, plans for the scheme and the tender

- First Choice Housing Association – the Regional Social Landlord (RSL) for the intended property to be supported and management agreement to be complied with.
