Gallagher has the sole appointment as insurance brokers to Flintshire County Council (herein referred to as FCC) to prepare the Invitation to Tender (ITT) document and access insurers via an OJEU tender utilising the open procedure. This is in relation to the Council’s insurance portfolio which is subject to a long term agreement. This is due to the expiry of the Long Term Agreement (LTA) with their current insurers ending April 2020.
Bids from Insurance brokers via in house schemes or facilities (with the exception of Managing General Agent or Managing General Agent type organisations) are not required, with the exception of Gallagher as the Authority’s sole appointed broker. The Council is looking to award contracts to Insurance Companies or their nominated exclusive agent.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:
FCC require additional services beyond the provision of insurance cover. Free services including (but not limited to) underwriting surveys on Council buildings, loss control and risk management advice and support, training courses for Council staff, regular news briefings etc. In addition tenderers need to demonstrate what free wider community benefits they can offer in accordance with the objectives in our corporate plan please refer to appendix 0.10 for additional information.
