Abstract

The Council is looking to establish an External Wall Insulation Framework contract. The Council wishes to appoint an experienced contractor to provide labour and materials under this Framework Agreement. The sequence of external works will be on a community basis for each of the Council's three housing areas (Lower Rhymney Valley, Upper Rhymney Valley and Eastern Valley). Each year the external works will operate in different communities. The programme should be treated as indicative and will be subject to change dependent on a detailed survey of individual properties and the extent of either internal or external works required. Programme monitoring may result in some work being moved between years to ensure momentum is maintained. The appointed contractors will be used to support the Council’s own in-house workforce on external works as and when required.

Description of the goods or services required

The Council is looking to establish an External Wall Insulation Framework contract.

The Council wishes to appoint an experienced contractor to provide labour and materials under this Framework Agreement.

Total quantity or scope of tender

The framework agreement will be for a three year period with an option to extend for up to a further twelve months. The estimated spend for duration of the framework is approximately £2,800,000.00, although bidders must note that the Council’s requirements are demand led and therefore request patterns and work volumes are subject to change. As such the Council does not provide any warranty, guarantee or commitment regarding the total volume of External Wall Insulation works required.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Tendering organisations must provide evidence that they and their employees hold the following qualifications and accreditations to be accepted through to the award stage of the tender process as follows:

Evidence of your registration to a Safety Schemes in Procurement (SSIP) organisation.

Evidence that staff assigned to the Framework are Gas Safe registered.

Evidence of your Asbestos Awareness Certificates, training to be provided by a UKATA/IATP/BOHS/ASHEeLA registered member.

Evidence that all Labourers and Skilled Workers assigned to the Framework have CSCS Cards.

Evidence that the Contractor is a Wetherby Recognised Installer/Applicator.

Additional Information

As part of their tender submissions, bidders are required to submit their Social Value Offer based on an assumed total contract value of £700,000 per annum. The amount of Social Value offered by a bidder will be converted into a percentage figure by dividing the Social Value Proposal by the assumed Contract Value to arrive at a Social Value ‘additionality’ percentage. The actual Social Value that a bidder will be required to provide will be based on the value of the draw down multiplied by the percentage SV ‘additionality’ figure.

The overall Social Value weighting for the procurement, i.e.:

Social Value Quantitative offer - 40%

Social Value Qualitative offer - 40%

Social Value Delivery Plan - 20%

As part of the process, the tender will be undertaken utilising Caerphilly CBC's Proactis Plaza e-tendering

system.

Therefore, companies are invited to follow the directions below to register on the system:

1. Log in to the Proactis Plaza E-Sourcing Portal at https://www.proactisplaza.com

2. Click the "Sign Up" button.

3. Enter your details such as Organisation Name, Details and Primary Contact Details.

4. Please make a note of the Organisation ID and Login Name, then click Register.

5. You may then receive an email from the system asking you to Click here to activate your account. This

takes you to Enter Organisation Details. Or you may be redirected straight to your account home page,

depending on your browser.

6. Please enter the information requested, click Next and follow the instructions ensuring that you enter all

applicable details.

7. In the Enter Product Classification screen please ensure that you select the Product Classification Codes

(CPV Codes)that appear in the tender notice.

8. Accept the Terms and Conditions and then click Next. This takes you in to the Welcome window.

9. In the Welcome window please enter your Organisation name, Organisation ID and User Name (User

ID). You now need to create your unique password. Please ensure that you make a note of this along with

the other information already recorded.

10. Now click Done and you will enter the Supplier Home page.

11. From the Home Page, go to the “Opportunities” area, where you can search for this Opportunity. Click

on the "Show Me Arrow" of the relevant opportunity and then click to register your interest on the relevant

button.

12. Click the Opportunities Icon on the left of the page so that the page is refreshed, then, click on the

"Show Me Arrow" of the relevant contract again and this will take you into the create a response section of

the portal.

13. Note the closing date for completion of the relevant project. Please review the tabs at the top of the page

as there will be information relating to the project held here.

14. You can now either continue to fill out this area and create a response or if the project is not of interest

to you Decline this opportunity by clicking the "Decline" button at the top of the page.
