Abstract

NRW is seeking to award a contract for the supply of services of suitably qualified and experienced civil, geological, geotechnical engineers to undertake inspections on sites to include former colliery locations, colliery spoil tips (both remediated and un-remediated), quarries, drainage structures, buildings, retaining walls and natural landslip locations across South Wales. The purpose of the requirement is to help NRW meet its legal obligations by undertaking inspections on sites detailed above. NRW manages over 33,000 ha’s of forestry in South Wales, contained within this area are numerous sites that could pose a potential hazard to people and property most of which are a legacy of the former industrial nature of the South Wales Valleys. Natural Resources Wales(NRW)is seeking to award a contract for the supply of services of suitably qualified and experienced civil, geological, geotechnical engineers to undertake inspections on sites to include former colliery locations, colliery spoil tips (both remediated and un-remediated), quarries, drainage structures, buildings, retaining walls and natural landslip locations across South Wales.

The purpose of the requirement is to help NRW meet its legal obligations by undertaking inspections on sites detailed above. NRW manages over 33,000 ha’s of forestry in South Wales, contained within this area are numerous sites that could pose a potential hazard to people and property most of which are a legacy of the former industrial nature of the South Wales Valleys.

The location for the delivery of this requirement will be various sites across South Wales.

The duration of the contract will be 5 years.

Break points are available within the contract / framework at annual intervals.

The decision on whether to use the break points option(s) available will be at NRW’s discretion and the decision will be based on the following factors:

- Performance

- Budget availability

- Other reasons deemed necessary by NRW

Justification:

Inspection of the sites is a legal obligation due to Health and Safety issues surrounding these old tips. If they are not inspected there is a risk of slips and landslides which represents a significant risk to the public. The current contract is due to expire shortly, to mitigate the significant risk of not having a contract in place and to ensure a smooth transition of any potential new consultants we are using the accelerated procedure to shorten the timescales.
