Abstract

1. S4C is the only Welsh language television channel in the world and one of the UK's five public service television broadcasters. It is an independent broadcasting authority established under the Broadcasting Act 1981, and regulated by the Communications Act 2003 and the Broadcasting Act 1990. S4C provides a broad range of high quality and diverse programming. The channel airs over 115 hours of Welsh language programming each week. In addition to the above the S4C programme content is available to watch live on the S4C website via broadband and the on-demand service on the s4c.cymru website, via the BBC iPlayer and on YouView, Smart TVs, Sky, Freeview and many other platforms. S4C is uniquely funded through a mixture of grant in aid, commercial revenue and licence fee contribution from the BBC. In addition the BBC supplies 10 hours a week of programming funded from the licence fee. 2. S4C invites applicants to form part of a panel to supply Welsh/English translation services. S4C is tendering for framework agreements for translation services for letters, documents, reports, marketing materials, guidelines and policies, the Annual Report and Accounts and simultaneous translation. From time to time, S4C will also require the translation of legal documents. Translation from Welsh to English and also from English to Welsh will be required. Translation to other languages will not be required. We are looking for a limited number of suppliers (a maximum of 6) to form a framework of suppliers. Tenderers will be required to show extensive and successful experience in the field of Welsh/English translation. Suppliers may tender for the translation of documentation only and may note specialisms e.g. legal documents, or for live simultaneous translation only (if they have expertise in these fields). Suppliers who form part of this framework will be offered translation work by S4C as the need arises. The work will be on a project or projects basis as required. S4C intends to offer individual agreements to successful applicants in order to form the framework of suppliers. However, please note that being part of the framework does not guarantee that the successful tenderer will be offered any work. As the work under the contract is as required, the total work available to the suppliers is dependent upon S4C’s internal workload and human and financial resources from time to time.

Description of the goods or services required

Additional Information

S4C shall not be bound to accept any tender and reserves the right: a) to withdraw from and/or abandon and/or defer this procurement at any time; and/or b) not to award any contract as a result of this procurement.

For further information concerning S4C's requirements and this tender process please refer to the Invitation to Tender and the Draft Contract attached thereto, a copy of which can be obtained via the S4C website ( www.S4C.co.uk) by clicking on "tenders" and following the link.

Economic operators wishing to participate in this tender must obtain and complete the Invitation to Tender. Applications not submitted in accordance with the Invitation to Tender will not be considered.

S4C reserves the right not to proceed with the award of this contract at any stage of the tendering process and not to accept any tenders submitted.

Within the framework agreement S4C will retain the right to undertake the work intended to be let pursuant to the contract in-house. S4C will not guarantee to any contractor a minimum spend with that contractor if appointed under the framework agreement.

Freedom of Information

S4C is subject to the provisions of the Freedom of Information Act 2000 (“FOI Act”). Information supplied by any economic operator to S4C may be disclosable by S4C under the provisions of the FOI Act. If any economic operator considers that any information supplied by it to S4C pursuant to this contract notice is commercially sensitive or confidential in nature, this should be highlighted explicitly and the reasons for sensitivity set out in full in the expression of interest. This will enable S4C to take account of such sensitivity or confidentiality in deciding whether to release the information in response to freedom of information requests. However, economic operators accept that S4C may disclose such information in response to any request under the FOI Act if S4C determines that it is appropriate to do so.

Data Protection

Economic operators authorise S4C to process all information provided as part of their application and confirm that they have obtained all necessary third party consents to enable S4C to do so.
