Abstract

HMP Cardiff is a Category B men’s prison located close to the centre of Cardiff, operated by HMPPS. It has an operational capacity of 820 with between 70 and 100 new receptions a week. As a local remand prison, HMP Cardiff accepts males aged 18 plus who are remanded into custody from the local court catchment area of South East Wales. It also houses sentenced Category B and C prisoners. There are full time education, training and employment opportunities for men in HMP Cardiff; there is also a resettlement unit offering offending behaviour programmes and work- based courses as part of preparation for release. CCardiff and Vale University Health Board (CAVUHB) is responsible for holding current contract for the provision of Dental Services to His Majesty’s Prison Cardiff (HMP). Cardiff & Vale CDS have been sub-contracted and funded by the GDS to provide urgent dental care services within HMP Cardiff since 2007. This arrangement is based provision of four sessions per week within the healthcare suite. It is expected to see, on average 8 patients per session (32 patients a week). Days are to be arranged between the service provider and HMP Cardiff. Men are received into HMP Cardiff Monday-Saturday and on all Bank Holidays except Christmas Day and Easter Sunday. provide an urgent dental service in HMP Cardiff for four sessions over a preferred two-day period. Specific days are to be arranged with HMP; this will be dependent on clinic capacity within the prison. The provider will be fully responsible for any clinical staff sourced. The minimum requirement will be to source dental clinicians who must be Welsh Performer Certified, GDC registered, indemnity covered with a full enhanced DBS check. Any dental Nurses must be fully qualified to GDC standards, fully indemnified and hold a full enhanced DBS check. Any other auxiliary staff sourced must be fully trained in their job role and also hold a full enhanced DBS check. The independent provider will be responsible for all recruitment processes, including checks of professional references, qualifications. All employees will be also subject to security clearance from HMP Cardiff. This long-term tender contract will be 3-years 1/10/2023 to 31/9/2026 with possible extension of a further 2 years reviewed each year by C&V UHB and HMP Cardiff. If at this time C&V UHB or HMP Cardiff wish to terminate this arrangement, they have the right to terminate the tender agreement giving the written notice period of 6 months.

Total quantity or scope of tender

The provider will be expected to undertake four sessions per week within the healthcare suite. It is expected to see, on average 8 patients per session (32 patients a week). Days are to be arranged between the service provider and HMP Cardiff.

The costing is based per session at the rate of £450, this is to encompass all aspects of the contract requirements.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The provider will be fully responsible for any clinical staff sourced. The minimum requirement will be to source dental clinicians who must be Welsh Performer Certified, GDC registered, indemnity covered with a full enhanced DBS check. Any dental Nurses must be fully qualified to GDC standards, fully indemnified and hold a full enhanced DBS check. Any other auxiliary staff sourced must be fully trained in their job role and also hold a full enhanced DBS check. The independent provider will be responsible for all recruitment processes, including checks of professional references, qualifications. All employees will be also subject to security clearance from HMP Cardiff.

To provide and maintain all medical emergency equipment and staff training in line with GDC Standards and Resuscitation Council UK.

The service provider is responsible for all procurement, maintenance, servicing and repair of all medical devices, dental equipment, IT/imagery software. These must comply with WHTM0105, IRR17, IR(M)ER17

All consumable and disposable dental materials ensuring all items meet COSHH requirements.

All materials must be compliant with environmental protection requirements

The service will act within C&V UHB contract requirements but liaise/take direction from HMP Cardiff regarding operational affairs.

C&V UHB will monitor all ongoing governance requirements detailed within this paper and accompanying documents. Service delivery and performance will be managed by means of audit or any other chosen management tool.

Reportable to HMP for operational matters, but contractually obliged and reportable to CAV UHB CDS.

No ongoing lab costs, servicing or maintenance costs.

Any changes in contract must be communicated and reviewed by CAV UHB CDS.

Additional Information

The provider will be performance managed / audited on a 3/12-month basis by a member of the C&V UHB Primary Care GDS team.

Any missed sessions must be repaid if HMP has capacity to accommodate. If however, this is not feasible a financial penalty equal to x 1 session cost will be applied.

This will be collected the following quarter.
