Abstract

Cardiff Council is releasing a tender for the provision of Security and Concierge Services to be provided across fourteen of their supported accommodation sites. The allocation is approximately £3,700,000 over the full duration of contract. The Framework is for a period of 1 year with the option to extend for 12 months.

All of the supported accommodation sites are across Cardiff, including single and family accommodation, managed properties and a specialist young person’s model. This is not a traditional or rigid security contract. The service is intended to support vulnerable residents within accommodation settings, with officers working alongside support staff to promote safety, wellbeing and stability. The service must be delivered in a psychologically informed and trauma-informed way, with an emphasis on building positive relationships and responding to residents with empathy, respect and an understanding of their individual needs.

The Contracting Authority does envisage that the employees working on the current service shall transfer to the successful Tenderer or its subcontractors, under the Transfer of Undertakings (Protection of Employment) Regulations 2006 (SI 2006/246) ("TUPE"). Tenderers are advised to form their own view as to the extent of the application of TUPE and the costs associated with this. The Contracting Authority reserves the right to ask Tenderers to confirm their approach to TUPE transfers and how any associated costs have been addressed in their Tender.

Tenderers participating in procurements must register on the central digital platform (CDP). Tenderers can submit their core Tenderer information and, where a procurement opportunity arises, share this information with the contracting authority via the CDP. It is free to use and will mean Tenderers should no longer have to re-enter this information for each public procurement but simply ensure it is up to date and subsequently shared. The CDP is available at https://www.gov.uk/find-tender. This section of the PSQ provides confirmation that Tenderers have taken these steps.

Where a Tenderer, it’s associated persons or sub-contractor provides exclusion grounds within their CDP submission, contracting authorities must or may exclude that Tenderer from the procurement, depending on whether the exclusion ground for which the Tenderer has been put is mandatory or discretionary. Mandatory exclusions are Defined in schedule 6 of the Procurement Act 2023 and Discretionary exclusions are Defined in schedule 7 of the Procurement Act 2023.

Those who wish to participate in this Market Engagement are not required to respond to this and does not preclude you from bidding when the tender is live.

This notice is to confirm that a Pre-Market Engagement Event is to be held on Thursday 2 July 2026. The event provides an opportunity to give clarity on the contract requirements and the vulnerable clients.
