II.1.4) Short description

Provision of a Through-care, Aftercare and Recovery Support integrated substance misuse service for adults over the age of 18. The service will complement and work collaboratively to support Tiers 2-4 adult substance misuse treatment and support services across Cardiff and the Vale ABP area including individuals in receipt of clinical and non-clinical treatment interventions, those leaving residential treatment services, and service users contemplating changes to their care plan that may lead to aftercare and recovery support service provision. The service will collaborate with children and young people’s substance misuse services in order to provide transitional support for 18+yr olds leaving those services, and for whom aftercare and recovery is the most suitable form of intervention for the next stage of their care and support

Explanation:

Cardiff and Vale substance misuse commissioning was produced in 2013 and outlined the direction of travel for next five years for all partner agencies across Cardiff and the Vale of Glamorgan. Many of the contracts which were informed by the Commissioning Strategy are due to be re-tendered with a view to new contracts and services being in place by April 2020.

A project outline for the re-commissioning of substance misuse services was agreed by the APB in May 2018. The project outlined ambitious timescales, and built on the design process for re-commissioning agreed the APB in December 2017. Both documents outline whole system, co-produced service re-design and prioritization, to ensure that the citizen of Cardiff and the Vale of Glamorgan are provided with modern, flexible and integrated services which offer value for money, and deliver the outcomes people want. The APB considered a commissioning position paper which outlined that the project was over timescale, with the substance misuse population needs assessment still in final draft, and the market position statement scheduled for production on the 17th December. To allow for potential tupe, contracts needed to be issued to providers by the first week in December 2019 to allow new services to be operational by 1st April 2019. This meant that there was limited time available to complete the necessary requirements and it was clear that this timetable of activities were not achievable within the available timescale. The APB considered a number of options, and made a decision to defer the recommissioning by 12 months to allow the necessary commissioning activities to be completed to ensure that any subsequent retendering was meaningful, co-produced, based on population needs, and design was based around the whole system.

It was agreed that current contracts would be re-issued through a single tender action so as not to de-stabilise the market while the re-commissioning activities are undertaken.

The Authority will allow a minimum 10 calendar day standstill period between notifying the award decision and awarding the contract. Should additional information be required from the addressee in section 1.1 Aggrieved parties who have been harmed or are at risk of harm by breach of the procurement rules have the right to take action in the High Court (England and Wales). Any such action is subject to strict time limits in accordance with the Public Contracts (Amendments) Regulations 2015.
