Abstract

The Cardiff University Strategic Equality Plan 2020-2024 Objective 4 seeks to Create an accessible physical and digital environment that is responsive and supportive to individual needs by: - Creating a welcoming, accessible campus and taking steps to remove barriers for people with diverse needs. - Provide a digital environment that gives all users a positive and accessible experience. This would span both areas the physical campus and digital environment to enhance inclusivity. This objective will entail the creation of an accessible physical and digital environment that is responsive and supportive to individual needs within both the physical and digital environment. The Program will include in its scope: 120 Academic Buildings. 169 Residential Buildings. Additional Guides will be required for up to 450 Teaching Spaces. The Program will Include: Creation of Access Guides - up to 1000 information points per building that are accessible for digital download by users. Estate-Wide Risk Management Matrices - tailored matrices that enable Estates and Facilities colleagues to appraise their building/estate portfolio quickly and easily. Reports - Red/Amber/Green Rating Matrices - to enable building works to be focussed on areas of most need. Low-Cost Improvement Matrices - targeting inexpensive and quick/easy improvements that can be used for minor works planning. Building specific Best Practice guidance reports - spreadsheet including a prioritised index of potential improvements and approximation of costs.

This information is to enable those suppliers who expressed an interest to decide if they would like to continue being considered for this opportunity. Confirmation is required by Wednesday 27th April 2022. Accessibility Guides (AGs) - The supplier to provide individual AGs to each building as well as to teaching spaces. Also to provide internal guidance reports and matrices, contrasting surveyors’ findings against best practice standards. This provides the University with an understanding of key priorities for each building and across the estate. Building and teaching spaces will need to be visited by an experienced DBS Checked accessibility surveyor. They will need to create full route plans throughout the campus which will be uploaded onto a supplier provided hosting website. The data will need to be factual and cover off aspects of accessibility during the journey through our campus and the need to include appropriate measurements and photographs, as well as describing fixtures and fittings. All this must also be able to be easily integrated into other existing websites, through a simple URL. The supplier must also provide a comms and events team who would work with us to promote the AGs. Guides will need to be developed continually with end users. AGs will need to describe access step by step as service users journey into and throughout a venue. Each one will need to be created through an onsite surveyor assessment, collecting an appropriate number (could be 1000s) of information points per building to suit the accessibility standards and the building itself. AGs are to be published on the suppliers website and they are to provide a free App for users. CU also needs to be able to link own website and resources to the AGs on the host website. Estates Team - The supplier will form a partnership with CU that would include guidance docs for the Estates team. These docs would enable them to evidence an independent assessment against the latest accessibility standards, lowering risk and providing accurate data if there is a query concerning accessibility standards. The docs provided by the supplier will be used to inform capital programmes, estates strategies and ensure refurbishment works deliver best value for money, getting improvements right first time including accessibility improvement work. Matrices - The estate that the supplier would have to manage is; 120 Academic Buildings, 169 Residential Buildings, 450 Individual Teaching Spaces. The supplier will produce a series of tailored Matrices that provide Estates and Facilities colleagues with an overview to appraise their building/estate portfolio quickly and easily. These reports will be used in the estate risk management process and so need to be updated each year. CU will value the ability to track accessibility improvements across an estate over time. Other Required Reports - The supplier will need to produce a RAG (Red/Amber/Green) Rating Matrix – A matrix which looks at some key questions in relation to the accessibility of core features such as parking, entrances, reception areas and toilets. The document will be used by CU capital teams reviewing major works. The supplier will need to also produce a Low-Cost Improvement Matrix that looks at low/no cost changes that could improve accessibility; missing or non-functioning hearing loops, alarm cords that are out of reach, lack of mixed seating etc. The supplier will need to produce building specific Best Practice Guidance Reports that will be a spreadsheet-based report, contrasting the information collected by their surveyors against national best practice BS8300:2018 (Design of an accessible and inclusive built environment). They will also need to provide a prioritised index of potential improvements with an approximation of costs. Program Manager - A dedicated University Program Manager is required to deliver access guides and provide CU with a tailored support package. All work carried out to ISO9001 standards.
