Description of risks to contract performance
Supplier risks - Risk that Providers may withdraw from the Framework, reduce capacity, or be unable to sustain service delivery over the duration of the contract
Financial Stability - Risk of Provider financial instability arising from inflationary pressures, workforce costs, or changes in demand, potentially impacting continuity of care.
Market Risks - Risk of insufficient market capacity to meet demand due to workforce shortages, competition for staff, or increased complexity of care needs.
Supply Chain - Risk associated with Provider reliance on agency staff or third party suppliers, impacting consistency, quality and cost of care.
Compliance Risks - Risk of non compliance with legislation, regulatory requirements (CIW), safeguarding responsibilities or procurement obligations.
Contractual Risks - Risk of ambiguity or misunderstanding of contractual requirements leading to disputes, inconsistent delivery or challenge.
Operational Risks - Risk of service disruption including missed or late calls, failure to respond to referrals, or breakdown in communication affecting Service Users.
Quality Assurance - Risk that care quality or outcomes may not be delivered consistently across Providers.
Stakeholder Risks - Risk of dissatisfaction from Service Users, carers or professionals due to delays, changes in Providers, or perceived inconsistency in service delivery.
Sustainability Risks - Risk that service delivery does not align with sustainability or Net Zero objectives, including excessive travel, inefficient delivery models or lack of environmental consideration.
