The Consultancy Panels tender will be targeted at strategic consultancy services that TfW can call upon to deliver transport services to Wales, these will take a number of forms and will evolve as the organisational remit of TfW grows.

Based on the niche nature of the services, the consultancy panels tender will be released and procured in phases, Phase 1:

Lot 1: Strategic Planning and Business Case Development

(a) Strategic planning and advice

(b) Support for the development of Strategic Outline Cases, Outline Business Cases and Programme Strategic Outline Cases

(c) Support for the development of the Welsh Transport Strategy and associated interventions

(d) Strategic advice on future transport investment

(e) Supporting political stakeholder engagement

Within Lot 1 there will be five separate specialisms required as follows

(1) Impact Assessments

(2) Benefits Realisation and Value for Money

(3) Transport Legislation and Planning (Statutory Requirements)

(4) Environmental Expertise

(5) Transport Technical Expertise

Webinar
A webinar presentation will be given on 29th November at 9am. The aim of this will be to provide an overview of the Five Case Mode for Better Business Cases and Welsh Transport Appraisal Guidance (WelTAG) 2017 to help you consider whether and where your organisation can support TfW with specialist support to feed into Lot 1 - Business Case Development.

The presentation will last around 20 minutes and be followed by a Q&A session. A link to access the presentation will be added here in advance and the webinar will remain available during the tender period for those that can’t make it on 29th November.

Pre-qualification Questionnaire - additional information relating to A3.3
In section A3.3 of "Volume 2 - Pre-qualification Questionnaire - Consultancy Panels" document, TfW has stated that Bidders should identify their 2 preferred specialisms for Lot 1.
Please note that at ITT stage Tenderers will be required to submit CVs of up to 2 specialists (individuals) per specialism and that only these individuals will be relied upon to perform the services if the organisation is successful. These individuals will therefore be ‘Key Persons’ under the contract.

Change to PI Insurance Requirements
TfW has reviewed the insurance requirements and confirm that Bidders should have a minimum level of £250,000 PI insurance (refer to Volume 2 section E2) and provide evidence of that insurance as required. A higher level may be required on a case by case basis for particular projects which you will need to confirm you are able to accommodate as well. The PQQ has been updated and reissued (V1.1) with this change (highlighted in green for ease of reference).
