In April 2015 Velindre NHS Trust — the Contracting Authority (acting on behalf of the NHS Wales Health Boards listed in section VI.3 of this notice ) awarded a framework agreement for the services listed in 11.2.4 below (the ‘Framework’). The tender process which established the Framework provided for refreshes during the period of the Framework. Accordingly, the Contracting Authority now seeks to undertake the Refresh.

III.1.4) Objective rules and criteria for participation
The procurement commenced in November 2014 ,so the services this notice relates to fall within Part B of Schedule 3, Part 10 of the Public Services Contracts Regulations 2006. The Contracting Authority (CA) may voluntarily adopt certain provisions in the Regulations for the purposes of applying selection criteria at PQQ stage, neither the publication of this voluntary notice, the employment of any particular terminology or any other indication shall be taken to mean that the CA intend to hold themselves bound by any of the Regulations save those applicable to part B services. Accordingly, although the Contracting Authority is seeking to establish an arrangement under which services will be called off on an ‘as required basis’ such arrangement will not amount to a framework pursuant to regulation 19 of the Regulations. Bidders will be required to enter into terms and conditions as set out in the ITT and that save for clarification or consistency the CA will not negotiate the terms.
