Description of the goods or services required
The Welsh Ministers on behalf of the National Independent Safeguarding Board(NISB) Wales.are seeking to procure Phase 2 of the Evaluation of Integrated Multi-agency Operational Safeguarding Arrangements in Wales.
Phase 2 will consist of the following three key requirements:
1. An Evaluation of the Effectiveness of Multi-Agency Safeguarding Arrangements (MAOSA) in Wales.
2. The Development of a National Performance Framework for Statutory Safeguarding
3. "Message to the People" - production of a document that captures key common ‘messages’ about the personal impact and experience of individuals.
We anticipate that bidders may bid for all three separate requirements within this programme, or for 2 of the 3 requirements or for a single requirement alone. Equally, the NISB is open to bidders forming strategic partnerships with peer organisations to make integrated partnership bids. Please note that in the event of partnership bids, the board would be looking for one of the bidders to act as a ‘Lead Partner’ who would act as the programme coordinator and as the principal lead point of contact. Any organisation wishing to act as the Lead Partner would need to explain its approach to this role.
It is imperative that, where the lots are split between different bidders acting together, partnership working can be clearly demonstrated at each stage of the planned activity – research, analysis, stakeholder engagement and the development of findings and recommendations.’
The contract length is approximately 18 to 24 months and the total value is estimated to be in the region of £80,000 to £90,000.
