Abstract

The Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 created a new framework for Local Authorities to provide financial assistance to homeowners for home repair and improvement. It enables Local Authorities to develop new means of providing assistance through the provision of improvement and repair loans (including equity release, interest only, interest roll up and repayment loan products’). Four North Wales Local Authorities; Anglesey, Conwy, Denbighshire and Gwynedd, currently provide a Home Improvement Loan Scheme by working through and with a third party in accordance with the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 created.
