It enables Local Authorities to develop new means of providing assistance through the provision of improvement and repair loans (including equity release, interest only, interest roll up and repayment loan products’).
Four North Wales Local Authorities; Anglesey, Conwy, Denbighshire and Gwynedd, currently provide a Home Improvement Loan Scheme by working through and with a third party in accordance with the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 created.

Four North Wales Local Authorities; Anglesey, Conwy, Denbighshire and Gwynedd, currently provide a Home Improvement Loan Scheme by working through and with a third party in accordance with the Regulatory Reform (Housing Assistance) (England and Wales) Order 2002 created. The Home Improvement Loan scheme has been developed in partnership between the Welsh Government, Welsh Local Government Association and Local Authorities in Wales as a way of providing additional finance to individuals and businesses to ensure that private sector dwellings are free from category 1 hazards as specified in the Housing Act and so contribute to making the property ‘Warm, Safe and/or Secure’.
The proposal is to renew the existing / expired framework agreement with the existing or new FCA accredited loan fund management company to administer the loan portfolio.
