VI.3) Additional information

South Wales Police may soon be seeking to procure software which can provide telematics functionality for both vehicles and staff. At this moment we are seeking information about potential solutions.

Any contract awarded would also be open to Gwent and Dyfed Powys Police Forces.

Any software solution should provide the following functionality (if not available currently, a clear roadmap of when they will be available is required);

- Utilise telematics boxes installed in vehicles and Sepura handsets used by South Wales Police Officers for location data (to be compatible with Emergency Services Network devices soon to be deployed).

- Provide live time tracking of vehicles and staff on a mapping overlay.

- Allow the searching and tracking of groups/individuals on the map utilising staff/vehicle/incident data as search terms.

- Automate the importation of vehicle data from vehicle management software and the importation of staff data from staff management software to keep data up to date.

- Import incidents from Police Command & Control Software (e.g. STORM, Control Works etc.) and display these live on the map.

- Record telematics data for six years (with selection option to extend duration of selected data if required) and allow this recorded data to be replayed to provide historical playback and searching.

- Reporting functionality to provide information including, but not limited to;

- Double crewing times of officers

- Ratio of time officers spend outside a police station geo-boundary compared to inside

- Identify vehicles with low usage

- Recommend movement of vehicles to meet demand in different areas/stations

- Allow the creation of geo-boundaries for usage such as monitoring location visits, alerts to visits/exits etc.

- Software to be compatible with Window 10 and Android mobile phones (whether native application or web-app). Mobile application to allow notifications to be received and alert users to these.

- Briefing and Tasking element so officers can be kept informed of events/incidents from the software.

South Wales Police request any suppliers who believe they can fulfil the above requirements to respond with contact details and a description of their product with a short brief (not more than 500 words) outlining how it meets the above requirements.

South Wales Police will then seek engage with suitable suppliers to discuss selected solutions, potentially viewing a demonstration and/or discuss any aspects of the functionality that may not be met immediately.
