Abstract

Mae Cyngor Gwynedd yn bwriadu caffael Gwasanaeth Galw Mewn i Bobl Ifanc ledled y sir ar gyfer unigolion 16-24 oed sy'n ddigartref, mewn perygl o ddigartrefedd, neu sy'n gwynebu anawsterau sy'n ymwneud â thai.

Bydd y gwasanaeth yn cael ei ariannu drwy'r Grant Cymorth Tai ac yn darparu cymorth hygyrch, hyblyg ac ymyrraeth gynnar gyda'r nod o atal digartrefedd, hyrwyddo sefydlogrwydd tai a gwella llesiant. Disgwylir i'r darparwr llwyddiannus gyflwyno cyfuniad o gymorth wyneb yn wyneb a chymorth digidol ar draws Gwynedd, gan sicrhau mynediad teg i bobl ifanc sy'n byw mewn cymunedau trefol a gwledig.

Bydd y gwasanaeth yn gweithredu fel darpariaeth galw mewn mynediad agored, gan gynnig cyngor sy'n ymwneud â thai, cymorth ymarferol, arweiniad a chyfeirio at wasanaethau ehangach. Bydd gofyn i ddarparwyr ddangos profiad o weithio gyda phobl ifanc fregus a'r gallu i ddarparu gwasanaeth sy'n ystyriol o drawma ac yn seiliedig ar egwyddorion Amgylchedd Seicolegol Gwybodus (PIE).

Disgwylir i'r contract gychwyn ar 1af o Rhagfyr 2026 am gyfnod cychwynnol o dair blynedd, gyda'r opsiwn i'w ymestyn, yn amodol ar berfformiad, adolygiad gwasanaeth ac argaeledd cyllid.

Bydd gofyn i dendrwyr ddangos ychwanegedd clir, gwerth am arian, a threfniadau cadarn i sicrhau nad oes unrhyw ddyblygu cyllid nac unrhyw ddyblygu darpariaeth.

Cyngor Gwynedd intends to procure a county-wide Young People's Drop-In Service for individuals aged 16-24 who are homeless, at risk of homelessness, or experiencing housing-related difficulties.

The service will be funded through the Housing Support Grant and will provide accessible, flexible and early-intervention support aimed at preventing homelessness, promoting housing stability and improving wellbeing. The successful provider will be expected to deliver a combination of face-to-face and digital support across Gwynedd, ensuring equitable access for young people living in both urban and rural communities.

The service will operate as an open-access drop-in provision, providing housing-related advice, practical support, signposting and referrals to wider services. The contract will require providers to demonstrate experience of working with vulnerable young people and the ability to deliver a trauma-informed and psychologically informed service.

The contract is anticipated to commence on 1 December 2026 for an initial period of three years, with options to extend, subject to performance, funding availability and service review.

Bidders will be required to demonstrate clear additionality, value for money and robust arrangements to avoid any duplication of funding or provision.

To support providers who are interested in submitting an application, we will be holding a virtual “Procurement Ready” session as follows:

The session will be facilitated by a Procurement Consultant and a member of Gwynedd Council’s Commissioning Unit. The session aims to provide:

An opportunity to ask general questions about the process.

Please note that attendance at this session is not a requirement and does not form part of the formal tender process. The session is being offered as good practice to support organisations interested in submitting a tender, particularly those that are new to procurement or tendering processes. Attendance or non-attendance at any session will not be considered as part of the tender evaluation.

Bydd y contract yn cychwyn ar 1 Rhagfyr 2026 am gyfnod cychwynnol o dair (3) blynedd, gyda'r opsiwn i'w ymestyn am hyd at dair (3) blynedd ychwanegol ar sail flynyddol (1 + 1 + 1), yn amodol ar berfformiad boddhaol, argaeledd cyllid ac adolygiad gwasanaeth. The Authority reserves the right to vary, expand, modify or enhance the service during the contract term in response to identified need, service demand, changes in legislation, policy requirements, funding availability or service development opportunities.

This may include, but is not limited to:

Increasing the number of support units delivered;

Expanding geographical coverage or delivery locations;

Introducing additional service elements or interventions;

Amending delivery methods, including digital provision;

Increasing contract value where additional funding becomes available and where such changes are within the scope of the original procurement.

Any such changes will be subject to agreement between the Authority and the Provider and the availability of funding.

Tenderers must be legally constituted organisations and able to enter into a contract with the Authority.

Tenderers must demonstrate that they have the financial standing, organisational capacity and relevant experience necessary to deliver the contract.

The Authority may request evidence including, but not limited to:

Audited accounts or independently verified financial statements for the most recent financial years available;

Evidence of appropriate levels of insurance, including Public Liability Insurance and Employer's Liability Insurance;

Details of organisational structure and governance arrangements;

Evidence of relevant experience delivering comparable services;

Information relating to any insolvency, bankruptcy, administration, liquidation or other significant financial issues.

The Authority reserves the right to seek further clarification or supporting evidence where necessary.

Tenderers must be able to demonstrate the technical and professional capability required to deliver housing-related support services for young people aged 16–24.

Tenderers must be able to demonstrate:

Relevant experience of delivering support services to vulnerable young people and/or individuals at risk of homelessness.

Experience of delivering housing-related support, homelessness prevention services or comparable support services.

Ability to deliver services across a geographically diverse area, including rural communities.

Experience of working in partnership with statutory agencies, local authorities and third-sector organisations.

Ability to provide a service that is trauma-informed and aligned with Psychologically Informed Environment (PIE) principles.

Appropriate arrangements for safeguarding, risk management and lone working.

Sufficient staffing, management and operational capacity to deliver the service throughout the contract period.

Ability to collect, monitor and report performance and outcomes data.

Ability to provide a fully bilingual Welsh and English service.

Tenderers may be required to provide evidence through contract examples, references, case studies, policies, procedures and details of staffing arrangements.

Where reference is made to specific qualifications, accreditations, standards, policies, certifications or training, the Authority will accept equivalent qualifications, accreditations or standards where the Tenderer can demonstrate that they meet an equivalent level of competence, quality or compliance.

Bydd taliad yn cael ei wneud o fewn 30 diwrnod i dderbyn anfoneb ddilys nad oes anghydfod yn ei chylch.

Dylid cyflwyno anfonebau yn unol â gofynion y contract a rhaid iddynt nodi'n glir gyfeirnod y contract a'r cyfnod y mae'r anfoneb yn ymwneud ag ef.

Mae'r Awdurdod yn cadw'r hawl i ofyn am wybodaeth ategol lle bo hynny'n rhesymol angenrheidiol er mwyn gwirio taliadau.

Os oes anghydfod ynghylch anfoneb, bydd yr Awdurdod yn hysbysu'r Darparwr cyn gynted ag sy'n rhesymol ymarferol, gan nodi'r rhesymau dros yr anghydfod. Gellir talu unrhyw elfen ddiamheuol o'r anfoneb yn unol â thelerau talu'r contract, tra bydd yr elfen sy'n destun anghydfod yn cael ei dal yn ôl hyd nes y datrysir y mater.

Bydd taliadau yn amodol ar gyflwyno'r gwasanaeth yn foddhaol a chydymffurfio â gofynion y contract.

Payment will be made within 30 days of receipt of a valid and undisputed invoice.

Invoices should be submitted in accordance with the contract requirements and must clearly identify the contract reference and the period to which the invoice relates.

The Authority reserves the right to request supporting information where reasonably required to verify charges.

Where an invoice is disputed, the Authority will notify the Provider as soon as reasonably practicable, setting out the reasons for the dispute. The undisputed element of any invoice may be paid in accordance with the contract payment terms, with the disputed element withheld pending resolution.

Payments will be subject to satisfactory delivery of the service and compliance with the contract requirements.

Under-utilisation of the service, including failure to achieve agreed engagement or delivery levels.

Void capacity, unused support provision or under-delivery of contracted units which may result in financial adjustment, recovery of funding or contract management action.

Failure to provide timely, accurate and complete monitoring, performance or outcomes information.

Failure to comply with Housing Support Grant requirements or contractual reporting obligations.

Requirements to expand, adapt or redesign elements of the service in response to identified need, service demand, legislative changes or additional funding opportunities.

Where agreed performance thresholds are not achieved, the Authority reserves the right to apply contract management measures, including recovery of funding associated with under-delivery, which may include a clawback of up to 10% of the contract value where specified within the contract documentation.
